1. ऐसे अभ्यर्थी जिन्होंने अभी तक किसी भी चरण में प्रतिभाग नहीं किया है
2. पूर्व चरणों में सीट आवंटित न हुई हो
3. ऐसे अभ्यर्थी जिन्होंने काउन्सलिंग हेतु रजिस्ट्रेशन कर लिया था परन्तु रजिस्ट्रेशन फीस जमा नहीं कर सके
4. ऐसे अभ्यर्थी जिन्हें सीट आवंटित हुई थी परन्तु वह सिक्यूरिटी फी (रुपये 3000/=) जमा नहीं कर सके
5. ऐसे अभ्यर्थी जिन्हें सीट आवंटित हुई तथा उन्होंने सिक्यूरिटी फी (रुपये 3000/=) जमा कर दी परन्तु डॉक्यूमेंट वेरिफिकेशन नही करा सके
6. ऐसे अभ्यर्थी जिन्हे आवंटित सीट केटेगरी/ सब-केटेगरी प्रमाण पत्र प्रस्तुत न कर पाने के कारण निरस्त हो गई है
अभ्यर्थी जो काउन्सलिंग के चतुर्थ चरण में प्रतिभाग नही कर सकते हैं-
1. ऐसे अभ्यर्थी जिन्होंने freeze विकल्प का चयन किया है
2. न्यूनतम अर्हता / न्यूनतम आयु न रखने वाले अभ्यर्थी
3. अन्य प्रदेश के अभ्यर्थी जिनके पास निम्न में से कोई अहर्ता नहीं हैं
अ. न्यूनतम अहर्ता उत्तर प्रदेश से उत्तीर्ण की हो
ब. माता / पिता उत्तर प्रदेश के निवासी हो स. माता / पिता केंद्र सरकार के कार्मिक है जो कि वर्तमान में उत्तर प्रदेश में स्थित कार्यालय में कार्यरत हो
